Important Notice 

 

Thank you for registering for our upcoming Ontario Library Workers Conference. 

Due to an oversight within the bylaws, there will be some changes in effect this year related to registration and voting delegate numbers. 

As you know, CUPE Ontario Library Workers are a sub jurisdictional group of the CUPE Ontario Municipal Employees Coordinating Committee (OMECC).  All the rules governing the work of our CUPE Ontario Library sub jurisdictional group, including its meetings and elections are contained within OMECC’s by-laws. 

This year’s conference registration will look different.  If you are a library local or part of sub unit in a municipal local, you must complete the registration for the OMECC Conference in order to participate in the Library Caucus being held on April 7th. 

Another change this year is voting delegate numbers.  The number of voting delegates able to vote and run in the election, must be in accordance with the number of members in your local…with a limit of 10 voting delegates.  Voting entitlement is listed in the chart below. 

 

Article 4(6) of the OMECC bylaws 2017 

The number of delegates who may attend conferences shall not be limited.  No Local shall be entitled to votes in excess of that allowed under the CUPE Ontario Division Constitution.  The following shall be how the number of voting delegates are selected from each Local Union.

In addition, the President of the Ontario Division, or their appointee, shall be accorded delegate status. Area Councils shall be allowed one (1) voting delegate.  Fraternal delegates shall be permitted voice in any debate which is of a non-constitutional nature. A coordinated bargaining committee composed of five (5) or more Local Unions shall be allowed one (1) voting delegate.  At no time shall any one local have more than ten (10) voting delegates. 

 

While the voting delegates is a change, the number of delegates who may attend conference will not be limited.   

So, what does this mean…. 

The Library Conference will be called a Library Caucus. 

The registration is for the OMECC Conference which includes the Library Caucus on April 7 and OMECC on April 8 & 9.  There will no longer be separate registration for the Library caucus. 

There is one fee for attending April 7, 8 & 9 

The number of voting delegates must be in accordance with the number of members in your local.
